Will mesh hold liquids if something leaks?
No, and it should not be asked to. Mesh is for dry items you want to identify at a glance. Put the shampoo in a coated wash bag and use this for the brush, the comb and the dry things.

Is it strong enough to carry on its own?
Inside a bag, absolutely. On its own it is a pouch with no handle and a mesh face — it will carry a wash kit from room to bathroom, but it is not a bag you swing by the zip.

Does it fit in a liquids tray?
It fits the tray but it is not an approved liquids bag: security wants clear sealed plastic to a set size. Use it for the dry half of the wash kit and keep the regulation bag for the liquids.
